Default fender skirts

can someone help me out on explaining, showing or directing me on how to install fender skirts on a 71' monte? I have a pair of metal skirts that I need help on, any help, directions or comments will ge greatly appreciated, thank you in advance. One more thing, and this might not get much help on here, but on the same monte I was trying to figure out how to make 13x7 reverse wheels work with the skirts installed, I have seen numerous monte's of the same year in lowrider magazine use this combination wheels.

I have never seen a monte carlo with skirts before. I have seen them on plenty of other cars tho. They look kinda cool on a monte.

I stumbled across this thread surfing and I don't know if you ever got this worked out. Anyways, here is an article on lowrider magazine explains exactly how to do what you are asking including making it fit with spokes.

You will have to cut 2" off each side of the rear axle, their example they were on an Impala with 14x7s

Check out this video from muscle car tv (on spike tv). They did essentially the same thing but used an aftermarket Moser axle that uses a bearing retainer to hold the axle in place rather than a "c" clip that the stock axle uses.

The Moser axle also has the larger spline already cut in it too. The lowrider article showed them getting a bigger spline by welding and re-cutting the spline on the stock axle.
