Maybe you could give us a little bit more info so we can help. What year is your Monte and what size motor for starters. Some pics may be helpful too as possible.

The hose that goes from the valve cover to the bottom of the air box can be replaced by an aftermarket pcv breather. That way, instead of your crankcase air being filtered by the airbox it just has a separate breather. They cost about 10-30 bucks at auto parts stores and just push into your valve cover. Edelbrock breathers have a place on the bottom to put a nipple for this hose also. Some come with the nipple already attached. If you have little vacuum lines I don't know what to do with them. The hose coming off the pcv valve should connect to your carb somewhere. Where at depends on what kind of carb you have.

You could just block off (plug) the small vacuum line.
Also you could just add a breather to the PCV hose... Thus eliminateing the need for the PCV.. (Old School Fix)

You cannot eliminate the PCV system. If you do crankcase pressure will build up and blow out the oil pan and valve cover gaskets. Pressure and residual gases have to be purged from the crankcase. Before emission control they used a vent tube to atmosphere. Then they designed the PCV system which relieves crankcase pressure and recirculates the residual gases through the engine.

Chris:
I wasn't meaning to block off(plug) the pcv..
Just replace it with a breather. Thus eliminating any crankcase pressure build up...Also giving it the ability to still "BREATHE"... I meant the little vacuum hose to plug it that's at the bottom of the stock breather...
I did that to every racing and non racing application on the old style V-8's. Since 1958! Which was a 58 Impala with a 348 tri-power stock from the factory! This was the 1st one I did it to.
Thus the "residual" gases would still be vented off! Making it a non issue.
Maybe, I need to type it more slowly next time?
