IDK how you can remove paint without removing clear, since the clear is over the paint?

Just price around for powdercoating places, they can usually depaint / powdercoat for like $50 / rim

well it looks like spray paint or house paint. not sure. but its overtop of the clear on the rim itself. i dont want to peel off the clear where i dont want to powdercoat.

the first picture is the used rim. but the "new rim" #2 is scratched. i can tell it was the new because it had no mounted tire marks or valve stem

The black on the inside might come off with some reducer or laquer thinner. If it were me, for the front I would tape off the bare aluminum part of the wheel and just sand off the black until it is down to bare aluminum and then have it powercoated.
