Can a bad wheel speed sensor cause the ABS to activate?
A little history here, my traction control light comes on just about every time i drive my car. I'm assuming it's a wheel speed sensor that needs replaced. Sucks because I just did the driver side and passenger was done about 35K ago.
But, once in a while, when applying the brakes I get that brake pedal flutter you get when the ABS kicks in.
I'm thinking the computer doesn't know the wheel is slowing down and starts to activate the ABS... i'm hoping i guess.
Also, any way to tell what sensor is the bad one without an ABS scanner? I don't ever get a code to pull.

Yes it's very possible that a sensor can cause this issue.
No it's not possible to determine without a code reader. You can pull the plug off each hub and make sure there isn't moisture in there, could just be a plug fouling on you.
Also, the rears can throw these issues too.

An ABS code reader will help you tell which wheel it is. It could also be a broken wire leading to the wheel. This is a common problem. I had this same problem on my 02 right front. If you have a multimeter, you can unplug the ABS sensor at the wheel, turn on the key but don't start the engine, and check for 5 volts dc. If no voltage, the wire harness needs to be fixed. If you do have consistent voltage it's the wheel bearing assembly.
