Has anyone seen this yet ?

When driving at 40+, I can feel / hear this chatter through the break pedal and steering column until I get down to about 5 MPH. It also happens when driving down a very rough road and the suspension is being bounced around.

I've replaced the front pads and rotors thinking it might be take care of the breaking problem, but it did not. I'm almost thinking that the outer tie-rods are shot, or some other bushing is blown. Looking around, I do not think it's the ISS because it's more of a problem when braking and driving over rough roads.

Thoughts ?
