Default Possible dead circuit???

Soooo im having the common problem of no illumination of the cluster or steering wheel which did occasionally work. All gauges, warning lights and msg center work. I have removed the headlight switch and nothing is burnt or loose and the switch looks new. I found the 2 amp fuse in the driver side fuse panel labeled str col is dead. I dont know if that is the power wire or the grey wire to the cluster which is also dead.
The radio and PRNDL are bright in the day and dim to almost invisible at night. I believe this is 2 separate issues going on here but i am probably wrong for i am not good with electrical stuff. I am a parts changer at best but do my best to listen and follow instructions
Does anyone have any information on if there are any circuit breakers or inline fuses in this circuit/system?
I have just acquired this car and having to repair some of the old temp fixes this guy just let be.
Any help would be appreciated. Im not great with electrical but i do have a multimeter and test lights just no power probe...

Thanks for any help or pointers you can give.
I have had this car about a month and have put new cooling fans, heater core, O2 sensors(trying to track a p0420 code (cat temps run 197 @ front and 210 @ rear after an hour drive) Found the dome light relay removed and replaced it...
lots of stuff going on here.
