So seems likes you may need to check 2006-2013 imapalas or heat/stretch or make your own if it bothers you to that extent. Might need to make a mold and make out of some material - fiberglass or rubber or something else if you can get creative.

I'm not interested in fabricating anything. I just want to know if mine is missing something that should be there. My '98 GTP was missing a mat from the compartment under the center stack that I never knew was supposed to be there until I sat in another one.

The cup holders aren't missing anything, there was no factory sizing or rubber base insert in these. There IS a factory rubber base insert for the cubby beneath the center stack/radio.
