leave your oil cap on the tub turn it to the loeft and push and twist, mine was stubron also and i had to do it that way to get a grip on it with out tools.
As far as cutting it you can use pretty much anything it is just plastic but i think a dremeal or a roto zip would leave a cleaner edge to it.
Just run tape on it and draw your cuts on the tape, then you can cut threw the tape also and it will help prevent scratches and chips to a point.
i will see about gettign a photo up for you of mine in the photos section . I painted the lettering on mine red and the rest is white.

Ithought about getting the graphxwerx engine cover stickers.. then i thought why not paint the letters.
Bright red on a sponge that way i thought it would be smoother than a brush, and then clear coat the whole thing.
As far as the cuts... i think some holes drilled in the bumps in a line.. would allow heat to escape ( the point in cutting it) and it would be something different?.
Then.. maybe a line of smaller holes sort of around the bumps area....
Since there is so much black under the hood.. the cover will be black. Bright red letters to go with the SS on the badging.
And i wouldn't want to miss the oppurtunity to mention to 04 MonteLS how my engine cover would match my smooooooth looking black brake rotors and calipers.

For the ones that painted their engine cover, did you put clear on it?. I'm thinking it will look better, but i'm unsure the clear will yellow from the heat?.
I emailed graphxwerkz to see if i could clear in the overlay stickers. Hopefully the clear paint won't ruin the sticker and seal it in. Waiting for a response.

yes you can clear the cover itsself but as far as the stickers etc.. not a good idea from what i have heard. But i dont have any on my car . that is another story LOL
but from what i have seen is you dont want to clear over them it will destroy them
keep us posted on that so we know if it is possiable
My cover is cleared with about 6 coats with 1500 grit sand inbetween each. not a issue with yellowing or flaking as of yet but it has been painted now for a few months.
