Nice Yellow pace car. I don't see too many yellow ones. Plenty of yellow ss but Iv'e only see 1 pace car.

I think it's on one of the things that lets it slide under the car.

That's what I figured. But wasn't 100% sure. Thought maybe he mounted the plate to the stock holes in the bumper that way.

If you do have the stow-n-go plate thing, you should get a front licence plate delete insert.
