There is a place online that might have what you are looking for http://www.usautobodyparts.com and its called a license filler, hope this helps

Does anyone have a plate filler in any color that they're willing to sell for cheap? I've been looking all around and can't find one!

ebay and craigslist.. keep an eye out, maybe some on classifieds here

Getting very, very hard to find and cheap might be an issue... Good luck, mine took a month and a half to find in yellow no less (no worries though, it's a beautiful white & on the car now)...
