If I had to guess, this would be referring the the "honeycomb" screen of the mass air flow sensor, the theory being that it inhibits air flow. To be honest, I don't know why the comb is there. It would appear to be secondary protection for air filtration, stopping larger particules from going down the throttle body. But you air filter should have that covered. Maybe air needs to pass through the MAF very laterally to get a good reading, which the comb appears to be designed to do.

He ran the 1/4 in 16.1 secs. i have the same car with more upgrades and I cant run but in 17.5. A friend of mine seems to think it might be the front spoiler???? But idk

It's purpose is to straighten out the airflow as it enters the TB thus making the engine run smoother or so they (GM) say. The trade off is a slight loss of airflow. I pulled mine a couple of months after I got my MC and have had no issues.
If you are trying to get every little ounce of airflow you can pull it, otherwise I don't think the net gain is very much and certainly not noticeable with the stock TB.
