Lower Radiator Hose colapsing in on it's self(usually happens under throttle if it does), Old ones had springs in it to prevent this new ones don't always do, one way to check is looking at it if it

Plugged radiator.. that kind of a a tough one for me to think of to test but hook both radiator hoses(make sure you have a bucket under) and take your garden hose and lett it run through it if it

isn't runnin out of it freely and backs up more than letting out it maybe plugged, makes for a good reason to upgrade to a 3or4 core aluminum radiator,

a 15-16psi radiator cap should be the norm for these engines. i would see what a '72 monte came with stock and use that.

do you have a heater core installed? it could be plugged...

plus check everything else budsjlm mentioned and you should find the problem. it's more than likely something simple.
