Our cars don't have timing belts. Also, if you're worried about mileage, then don't modify cars because you will waste a lot of fuel driving your car hard. It's not uncommon though for modified 3800 cars to still get mid to upper 20 mpg's.

Get this cam, double roller timing chain, and some ls6 valve springs and call it good. Honestly no 3800 cams available for stock heads are going to be big enough to need lifters/ pushrods/ etc. The instal will be a pain in the ***, but if you are going to do a turbo down the road, why not now. Then you will have all new gaskets all the way up, and you can worry about the turbo part, not about tearing the engine apart and a turbo all at once. That can become a mess or take a while.

Oh im not too concerned with mpg i was just curious. Im gonna buy a beater in October so my Monte will be my project. But i just read a review on the xp cam looks like a winner! Lol Idk how to install it tho but i really wanna learn! Is it more of a pain then installing headers?? Cuz god almighty that was a pain! Lol

From what i know about cam install... Youd have to pull the engine, valve covers, rockers, rods, harmonic balancer, timing cover, timing chain, timing gear (for the cam), then cam., reassemble while making sure thetiming is dead on, them everything else, drop engine back in... Youre done.
