Default 01 ss

My girlfriend just perchased a 01 Monte Carlo SS. it started to overheat so we add coolant and that seemed to slove the problem for a little bit. but when we got to stop and go traffic it began to creep back to the red. i have checked and i do not see any leaks of any kind there is no antifreexe smell from the engine bay and no puddles are left. I did notice the radiator fans were not on but they turn on where the a/c is on. I checked the oil it is clean i dont think that her intake manifold gasket is leaking because I have a 98 Camaro with ( as far s I know with some minor changes) the same engine and i had that replaced last year. it only begins to heat up when it is stationary and then cools when it is driving. is there any known issues with the fans that i should know about?

Ok it is confirmed she has no radiator fans. She had them tested and found that no power is getting to them. I changed the relays but no change. Even when her ac is on no fans turn on. Any help in solving this problem would be awsome.
