So did he have to drill and tap the brackets, there is no mention of that in the write up!?

You have to drill and tap the brackets, or put bushings in them.
And yes, there IS a reap brake upgrade. It's from a Pontiac GP GXP. It involves replacing the entire reap brakes. I think a mster cylinder change is required for that, also. It's recommended for just the front ones. They work fine without it, but they're a little harder to push. But they stop WAY better!
