More than likely, it's the blower motor resistor....

More than likely, it's the blower motor resistor. So likely, I would roll the dice and replace it. Odds are you will pull the old one out and find it to be rusty looking.

The bolt head should be on the top of the control arm and the threads and nut on the bottom. If this is not how the new arms are, I would simply remove the nut/bolt set up one at a time and correct...
