I'm going to agree. You either want to get headers, or the powerlog + downpipe combo. The powerlog+downpipe will probably be an easier install, and have less problems with exhaust leaks, but you will be limited to only having that 3.4 pulley. If you ever want to get lower than that, you will definitely want headers (which come with their own downpipe).
A lot of your mod list is just accessories, so obviously nothing is going to compete. I would do the 180* thermostat the second spring hits your area and you don't need the heat anymore. These engines are iron blocks, so keeping them cool is always beneficial. Also you can get that coolant flushed ASAP if you haven't already. Then keep up on that.
You will also want to add 1.9 modified rockers to that list before you drop a pulley (it will also allow you to change the valve cover gaskets, a known issue). Since you live in a wider range of temperature changes, you will be more prone to knock than other people. Your tune would IDEALLY be set up for each season and you load when the season hits, but you aren't tuning yourself, so it's going to need to be made safer, so having MORE mods is always better.
Other than that... you'll need a step colder of spark plugs, but you'll probably be ready to drop that pulley and enjoy more boost!
