Default Anyone A Computer Wiz??

Im having some stupid problems with a computer I bought for my sister. Im pretty good with computers myself but I cant figure it out. Anyone good here??

Ok heres what I posted at a tech support forum which still no one has answered even though you guys posted within like 30 secs. haha thanks here it is:

Hello, I recently bought a used pre owned hp compaq for my sister. When I received it, it kept on rebooting from the windows loading page and was stuck on that loop. So I installed another xp os I had laying around, and deleted the other partition that was on there. There is something odd about it. The desktop only had the recycle bin, and so far anything I try to install, including the software for my modem, it will not let me run. Mainly Im just trying to get the internet on this computer. I have 2 isp's avaliable for the computer to run off of, a motorolla surfboard modem, and a usb 3g. Neither is detected. And the network page is blank. In the drivers it does detect em but there is a yellow question mark on both of them. Ive been working on it for a few hours and just cant get it. Anyone know what to do here. Any input is greatly appreciated.

Can you put the XP Disc in and on boot-up push R and do a repair install over the new XP you put on? Maybe you deleted a few files you weren't aware of after deleting the partition.

Yea I did try that but no dice. Also when I deleted the partition I made sure I did a full install of the NTFS system. Took like 2 hrs but did it so I wouldnt leave anything out. I actually rebooted it twice.

Haha Ill take that as a no brock. Well the techies basically said its a corrupt o/s and i have to reinstall it even though I already did. So I guess I have to buy a new one. Oh well

have you booted into safe mode to see if there are icons that way?

If basically everything is fresh anyways, just re-format the hard drive, and do a fresh install. that's the easiest way to get things fresh.
