overhead mileage display unit

Does anyone know why the display sometimes takes up to 10 minutes to come on? Most times it comes on right away.
On the same subject why is the gas mileage never correct when I check the actual mileage/actual gallons used? It's off by probably 3 mpg higher

mines is never acurate too, if it were i would be getting around 21mpg
