Starter issues

I am new to Monte Carlo's and possibly Chevy's as a whole. I took on a project Monte Carlo recently that I purchased for cheap, already knowing it didn't start. I put a fresh battery in it yesterday, and it won't crank. We couldn't hear the starter engaging or spinning so we took it out. When we hooked it up to the battery we could get it to engage, and even spin. Took it to Autozone to get it tested just in case, and it spun and extended as it should normally in their machine. So we wired it back on but didn't attach it to the engine late last night, and every time we turned the key, we could hear it only extend. We thought we found another wire that wasn't correctly attached so we re-attached it and placed it back into the car with everything correctly wired and attached. Now the starter doesn't extend or spin at all.

Intermittently getting power to the solenoid now when it is in the car.
Relays are working fine to Crank, all fuses are fine, including the PCM (Crank) Fuse.

I am also having problems with the lock cylinder if the passkey system might be a problem?

Edit: Since the "Security" message is illuminating in my dash, I tried all Passkey workarounds to no avail. Security message never disappears from my dash.
Looking for some ideas to help kickstart this project car.

Crank relay isn't engaging over now that we have put it back in, but all of the relays are known to work properly and have been tested to work properly beforehand.
