The motherload of issues

Hello everyone! First post here because my lovely monte is throwing a fit in the middle of the week.

For a while now intermittently the ignition would have this issue where it wouldn't return to the entirely off state. I could turn the key back to shut the motor down, but the lights would remain on, so I would simply undo the battery to avoid it draining.
However now after purchasing a new battery, the car will not start what so ever and will the key will not rotate to the off state. When I crank the key, there is no sounds of the starter engaging, only the sounds of what I think is the fuel pump priming.
My anti-theft light is on and flashing as I pulled the ignition cylinder to inspect it for visible damage. I put it back in and now it won't even do the relearning process where you have the key on for 10 then off for 30 secs for around 3-5 times.

Any ideas? Sort of banging my head against the wall with this one and on a time crunch as its my only vehicle currently and I have a job across town I'd keep to keep working at.
Thanks in advance!

It’s the anti-lock system that’s intertwined with/inside the radio.

My understanding is most people will tell you to put it in the junkyard at this point.

There’s a way to “Repin” the radio,
but I have no idea how.
