Hey Kevin,
I am not sure if your MPG is normal, it sounds kind of low. I have a 2003 SS 3.8 that runs somewhere around 22 MPG.
As far as increasing the efficiency of your ride, if you have not already done so a tune up would be the first thing I would start off with. Replace the plugs and wires, replace all of your filters (fuel, air, PVC...ETC). I would also look at if you have not already done so having your fuel injectors cleaned, inspected and replaced if need be.

I have a 2003 SS and I tested out the mpg I drove from Ft. Leonardwood to Peoria IL. 409 miles and my average MPG was 42mpg but this was driving 60 mph behind a simi. but this last weekend I drove the same drive and my mpg was 28.8 and I was clocked at 82 the police officer said in St. louis. so if you can stand driving 60 and looking at four red light for 7 hours go for it but I cant do that every weekend I'd rather spend that 3 & 1/2 hours with my girl. My in town mpg is something like 20 mpg but
