Electrical issues suck
 
So first things first check fuses if any are blown replace them with NEW ones no used parts. Gm relays are tough as nails but hard to check so I would suggest only worrying about those until later. Make sure all of them are there though especially the rap relay. For the instrument cluster and door chimes and radio to not be working properly my best guess is a problem with the class 2 communication lines as this is what connects all together. There are dozens of modules in some cars on the class 2 lines. All it takes is one to fail and it can make the rest fail. If a module has failed it's probably the bcm or the radio. And on that note if it has an aftermarket cd deck installed without the interface add-on that could be the whole problem. But that aside check your fuses (not likely the cause if it's intermittant.)
get a scan test from a garage with a tech2 scanner it's the one the dealership uses but independants can buy them too. It's best for this problem there is likely a B1___ code or a B2___ code.
