Couple of things come to mind.

Can you throw down what year and engine you have?

Hmmm.... I wonder if it could be that clogged cat converter issue.

Res and U-bend are out which are after the cat so that should be free flowing.

CAI would allow better intake flow.

My logic problem is that it doesn't do it all the time. I personally haven't had the clogged cat so I'm not fully aware of what the symptoms are.

Can anyone chime in on this?

Without a u-bend and resonator, and louder mufflers, you're going to get some backfire letting off the gas after WOT, especially in neutral. My old setup was a cackle fart machine, even before the cam.

Is this revving in neutral only, or when under load (i.e. driving)?

I had the clogged cat problem on my camaro and it doesn't sound like thats what his problem is. With the clogged cat it was hard to accelerate, hard to describe...but if it were a clogged cat you would be able to feel it.
