Hey I just sprayed plasti dip over them turned out nice

Circa 1850 furniture stripper will remove the remaining coating that is on the rims, then get a tube of autosol and polish the metal. When done they will look like chrome, but it will take some work to get them to that point, but totally worth it, used to do this on my Harley's back in the day as it was cheaper than buying the chrome parts and had a similar effect on the overall look of the bike. If you want you can also spray some clear coat over them once they are polished up so the shine and luster will hold.

I have been using acetone or finger nail polish remover on the wheels and remove the clear coat. Then I polish them up with a fine sand paper. fine grit 600, or 800 to clear the corrosion. test it first so you don't mar the finish. You can also use a polishing ball. Check with AutoGeek.com to see what they recommend. Sometimes you can find an old wheel to use as a test for the restoration and then when you get the results you want, you can go to the real thing.
