What does it mean when your headlights and your interior lights(radio, gagues) flicker a little, as well as the battery/ volt gague moving around when driving. Could it be do to the really cold weather. Is is a weak battery or altenator?

Could be a couple of things. Start with the battery, but if it ONLY happens when driving, it might be the alternator or some bad connections or wiring. The moving of the voltmeter indicates to me that your alternator is giving out. It is possible that it's the BCM, if it is accompanied by clicking noises, but that's not usually going down the road, and the voltmeter should stay solid.
I believe it's a charging system problem. That's what your voltmeter is telling you. Might even be just a corroded connection at the battery. Start with the connections, then the battery, then the alternator, but again, I'm guessing the alternator.
