Seat belts and short drivers

Seat belts and short drivers
I'm 5'3" and find that the seat belt in my new-to-me car (2001) *really* hits me in the neck. I didn't really have this problem in my old Buick sedan because it had a height adjustments. And our trucks, even the extended cab ones, are just different.
I drive with my seat back probably more than a usual person my height might (just a habit) but that doesn't help. I bought a seat belt pad, but I don't like how even that hits my neck.
Any suggestions? I have found that putting the seat belt under that little circle loopy thing helps somewhat.

I assume you don't have a power leather driver's seat???
Because I can adjust my seat height no problem. I'm very short in my torso, so I have to sit far back because I have long legs, and then I'm too low, but raising my seat is no problem.

Oh, I do have power seats, but I had no idea there was a height adjustment as well, lol. Still learning about all these nifty little things! At the risk of sounding really stupid, where exactly is that control? I know, of course, the back/forth lever.

back/forth lever, also tilts so the front and back can go up, or you can grab the WHOLE lever and pull up and the whole seat raises.
So you have front, back, tilt forward, tilt backward, all the way up, all the way down.
There is also a round **** that you can adjust the firmness of the back

I hate the shoulder belt. I don't mind wearing the lap belt. Most of my driving is back and forth to work. I wear a leatherman/flashlight holder on my belt. I run the shoulder harness around the flashlight and it keeps it off my neck and shoulder.

If adjusting the seat doesn't do the trick for you maybe have a comfort guide installed on the pillar like those for the seat belts in the rear?

I have found something that works reasonably well for me. I messed around with the seat adjustments but just wasn't comfortable.
I bought a seat belt pad. Instead of putting my seat belt through the giant loop on the seat, I put it underneath it. The very top of the pad is wedged as well and keeps the belt from hitting my neck. I'm still able to maintain a proper tension, although if I lean forward, I might have to tighten it a little bit afterwards.
I realize this is not what the manufacturer intended and perhaps I'm compromising my safety somewhat, but it's better than NOT wearing a seat belt.
