Tune up = plugs / wires / filters / fluids / lubrication, you don't really need to add to a list when it starts with tune-up

That doesn't really help- GM fuel gauges tend to seem to be top heavy- where the top 1/2 of the gauge is like 75% of the tank, and the bottom 1/2 moves quick. But if you're getting 80-120 miles out of a tank, something is seriously wrong- especially highway.
Yeah usually it will stay full for a bit, then once it gets down to half or a quarter it just disappears it seems.
Next time you fill up, zero your trip odometer- then next time you fill up- record the gallons, and the reading on your trip odometer, and figure actual MPG.
On my trip this morning 20 miles .08 gallons used averaged ~25

Of course no one is on the highway at 5am so I just had it in cruise at about 65 the entire time.

That's totally normal for GM cars.

averaged ~25
Thats not that bad for highway- definitely low, but not as bad as I'd initially thought.

Well I was really easy on the gas, if I start passing people or really push it on the ramps I can see it going down even faster.

So I'm looking at replacing some filters and checking into a tune up. Then I'll have to compare to see if I'm just trippin about the gas or if there really was/is a problem.

Yeah just a simple tune up should help you out, plus you're mileage is being effected by the car running for about 5 minutes when you start it. I don't think your mileage is horrible. I'm getting 25mpg on the highway (at about 76mph or so) and 17mpg in town (hard HARD driving, lol ). It's on the low side but not horrible.

The dealership quoted me 150$ for plugs and 75$ for the fuel filter both prices including labor. Not ready to make an appointment yet.. but do these prices sound fair?

Well letting the car sit it's going to be 0mpg.. so that's going to bring down my average is what you're saying?
After this tank I'll do the math myself, either way if my mileage ain't bad, my car still deserves a tune up. :]
