I remember hearing about someone (can't remember exactly who) opening up a similar item a while back. Inside was just a simple resistor and nothing else.
Can't say one way or another on this particular one. But for $24 including shipping, I can't imagine it would be much different.

really dont think this is anymore than a resitor.if it worked like they claimed it does they would be charging $100 a pop.they are making some quick cask.and if you would send it back you will be putting out 7 dollars for a 24 dollar part.that is the only reason that they tell you 100% money back.it not worth sending if you bought this and they know that most people would not spend the money to send it back. this is all about the money

i cant believe they actually make money off of this...it is ridiculous to know that ppl actually buy it they say that u gain gas mileage because the cars run rich and the are actually correct but to lean the mixture out causes premature explosion and damage to the pistons and cylinders

Depends on the type unit what exactly is inside.
Actually as some have pointed out for the most part it is a scam but, other well known W body stores sell the same thing in a small package that plugs between your IAT sensor and its wiring.
Simple no tune ones are resistors usually a 4.7K ohm one.
Adjustables are 0-6K ohm resistor pots.
Radio Shack .25 cents for a resistor or $2.98 for the pot.
Up to 2 degress of added timing can be had with these type mods.
Again, I said "up to" and each degree of timing can add up to 3 H.P.

Problem with these lie 2 fold.
If its lower than 39 degrees out, nothing is gained.
If its over 39 degrees out, let say 95 out and your using the resistance the IAT sensor gives at 39 degree, you WILL ping. Once your ECM has detected a ping it pulls timing. If it happens over and over gain, from that point forward you have retard your timing to never revert back to a cooler IAT timing map. Some guys will add a switch so you can turn it off or on as you need or like and this can fight the the ECM making a permanent change of done properlly.

Thats all it does!!
