you need a proper tune then, no reason you shouldn't be getting 26-28 mpg highway. A little lower than original but not that bad

I'm in the same boat but I have a 02 ss. I got it for 1500 with 190,000 on it. I want some hp gains. Like cai, exaust, shift kit, pcm tune. Is there anything else relatively cheap that I'm missing. With that is there anybody who have an idea on what it will push with dyno sheet or anything. The monte is pretty fast now but it has a lot of miles and it's not as fast as it once was. I want to get to like 250 275. Is this possible not killing my wallet. I want to keep her naturally aspirated

250/275 is not attainable without boost. We had one member do all of the bolt-on mods that he could, even did a head and cam swap and could only pull 225ish to the wheels.
On your list, you are missing the ER Rockers, and HV3 insert. Both relatively cheap and help the engine breath. Exhaust power adders, just the front manifold and downpipe are the restrictions, work on those for power, the mufflers for sound only.
Don't forget to do the tune last.
I wouldn't touch the wheel adapters, I also don't like to recommend people run 5x114.3 on our studs, but I'm not going to have that argument again

So the 5x4.5 are not going to work and wheel adapters are a bad idea? 225hp seems quite low for all that seeings how they are 200hp stock right? 25 more hp for a few $1000 seems quite pointless. Will it make the monte really that much faster?
