Default P0480 Cel

Car has been running a little over halfway as of this morning. For a couple of weeks one of my fans has been making a loud noise (cant describe) for 10-15 seconds but I thought nothing of it. Today I turned on my a/c and popped the hood and only the drivers side fan was turning... Did my cooling fan burn out?

P0480 is the fan relay, start with that.

Checked the relays and fuses and found 1 bag fuse. Changed it out and everything is normal. Im gonna check the wiring this weekend to make sure that it doesnt have any shorts.

Ok didnt notice but that fuse popped. I swapped it out again with the fuse that lights up when it blows and a few seconds after Istarted my car it glowed red. I removed the relay and checked it with my multimeter and it clicks and everything when connected to a 12v source. I checked out the wiring and the connector looks fine. Im gonna remove the wire cover tomorrow to check for shorts. Btw how do you find shorts using a multimeter?

Ok I did a little troubleshooting while it stopped raining. I swapped out two relays and now its not popping fuses?!? While the car was off i spun the drivers fan withmy finger and it was moving freely but when i spun the passenger side it was a little rough. I cranked the car and turned the a/c to max and the passenger side fan starts to sqeak. I look at it and its turning so slow that i can stick my finger in and stop it. When I stopped it with my finger it wouldnt move unless I turned it with my finger and then it went faster than before, but still slow. As of now the drivers side is perfect but the passenger side fan is turning slow.
