Sounds correct, but with it being 9 years old, my guess is that it might be dripping there by the petcock, but it's not the petcock leaking, but a leak in the radiator. Is the radiator green around that area?
I hope I'm wrong!

A petcock is a drain valve with a built in handle, like a wing nut. I'm assuming that there is one on the radiator, but honestly, I don't know for sure. Might just be a pipe plug. If it is a petcock, then you screw the **** in, not out, to open the valve.
Usually radiators get green when they die. That is where they leak. Altho, now that I think about it, that was partly due to the old green anti-freeze. HHHHMMMMM!
Petcocks or pipe plugs don't usually leak. The core of the radiator usually leaks, because of either rot or a hole in it.
