Would it even pass emissions if i swapped in a civic motor? Cause we have really strict emmissions here.

you should have left the original response "what's that?" LOL

I'm not sure where you are, but if you're in Cali, nope! Besides, it was a joke.

I was guessing it was a joke, but it was also a joke to run a tri-turbo supra and they tried it... now its a star car. But my car gets about 16-18mpg now (i know, thats really bad). im looking for at least 25 in the city out of my 3.1L and still open to any suggestions.

Average is 20/24 MPG's for your Monte so you have some room for improvement. I would start by changing plugs/wires/fuel,air,PCV filters, injector cleaning. Next thing I would do is run over to twilight zone and have them check for any DTC codes, you may have a sensor/valve that is not performing correctly.

I'd guess that the 3.1 makes considerably more hp and torque than a Honda 1.6, ya think?

Sounds like you need a tune up, get some better filters, replace your plugs. BTW I hope you werent serious about swapping a civic motor into a monte b/c that is shame to the Monte Carlo.
